Italian Law 633, 22 April 1941, as amended, Art.97:

"You do not need the consent of the person portrayed when the reproduction is justified by a notary public or public office, a justice of peace or by a member of the police force or is for scientific, educational and cultural purposes, or when the reproduction is associated with facts, events, ceremonies held in public or public interest.”

Therefore a release is not needed, and it is fair to publish photos of people participating at public events, so long as there is is a moral relevance within the content of the work, relevant to the same article.
"The images cannot be displayed or commercially distributed when its publishing or commercial distribution would prejudice the honour, reputation or the dignity of the person portrayed.”
No waiver or release is required for public figures or for cultural and educational purposes. Therefore the presence of people, whether adults or minors, portrayed in an image - may be publishes so long as they are not only subject in the mage and are only incidentally represented at public ceremonies or events or depicted in acts which are detrimental to their decorum. Publication, can occur without release for the purposes of Article. Law No 97 April 22, 1941. 633 Protection of copyright and other rights related to its operation.
